Mr Zhou is the Minster for Environment Protection in China. I drew this in a meeting of the China Council for International Cooperation on Environment and Development which is an independent advisory body to the Premier of China. I was nominated to the Chinese Government by Alexander Downer on his last trip to China as Foreign Minister.
